Receptacle replacements

Hello All,
This is for hotel guest rooms. For new installations, AFCI receptacles are required per 210.12(C). For receptacle replacement in general, section 406.4(D)(4) states that AFCI is required for receptacles in the areas specified in 210.12(A) or (B). But the code does not talk about 210.12(C) which is the reason I post this question: Is AFCI required for the replacement of existing receptacles in hotel guest rooms?
What is the code section that states that any modifications/changes of the existing conditions shall meet the current requirements of the current code?

That's a good question !
It seems inferred since 210.12(C) refers you back to 210.12(A) but you can sure make the argument that 406.4 doesn't require it,

Even 406.4 doesn't require it, 210.12(C) still requires it and doesn't modifying existing conditions mean the installers shall comply with the current code requirements? For example, a panel upgrade from 30A main shall have minimum 60A breaker per NEC 225.39(D)?

Other code sections allow replacement of same thing in certain situations. Take an existing 3 wire range receptacle that maybe just worn out. You can generally replace it with another 3 wire presuming it didn't have something wrong from when it was installed. I think if anything this one probably intended to need to be updated to AFCI but maybe overlooked in code making process?
