I'm working on a renovated apartment... If you can picture it, they want to install a new 3 feet high wooden platform by the windows. So if you walk to the windows, there's a little stair that leads up to the platform. Once you're standing on the platform (3 feet AFF), it's about 3 feet from the edge to the window sills. We're looking to install the 120/208 volt panel on this platform, in the corner where it's not seen.

Would a panel be allowed to be mounted in this location? To get to the panel, you'd walk up those stairs to the top of the platform, and walk over to the panel on the wall.
 
Sounds like you would follow the rules for a staircase. The panel can be installed on a landing (the platform) as long as there is sufficient working space (30" side to side, and 36" front to back).
 
Yeah I think it should work. Just wanted feedback. The platform, even though 3 feet higher than the floor of the apartment, can still act as its own 'floor' per se that would allow you to access the panel on the wall. I don't think an inspector would have an issue... unless he says the platform is blocking the panel, which I don't see how that case can be made.

I don't see how a platform is the same as a staircase, although I don't see any real issue with doing what he wants.
