Pump panel build or get something up listed and built

is it legal to build your own panel like the previous electrician did, or should have it been build by someone with a ul listing?

IMO, more of a jurisdictional question. The legality of most jobs would be if they were "approved" which is an AHJ decision. "Listing" is one method inspectors have in determining if something is approved,
Locally, if it was built to NEC standards (as opposed to UL508), it would likely be approved.
 
It looks like a factory built UL listed panel that has been modified in the field.
Field modifications are subject to approval by the AHJ. UL is glad to assist the AHJ in making their decision.
 
It does not seem to matter in most places. However, usually it will cost you more to build it yourself, especially if you can use an off the self design. But a lot of places like to hide the true cost of these kind of things so do it themselves, even though it costs them more. Just the difference in parts cost can make a big difference.
 
years ago my dad built a control panel for a flat storage grain building, and the inspector made us load it up and take it to a company to get a ul sticker put inside it… I have a different ahj as of now. So it sounds like as long as I build everything to Nec standard and use listed parts I should be okay, but this will ultimately be up to ahj. We basically have a second flat storage, drive over, and conveyer going up. Just want to make sure I don’t build something and inspector tells me to have someone with a ul listing build it..

why not just do it right and have a UL shop build it?

That process is no longer acceptable to UL. Now, a shop must actually build the panel in order to 'put a sticker' on it.
 
There are other NRTLs that will be happy to do so as well. It is only money. And they want it. :)
You are correct, for field evaluation and labeling. But I don't know of any that would provide guidance to an AHJ for accepting modifications on a panel they were not originally involved on.

Hate to say it, but probably time to get a panel builder involved if it all has to be in one enclosure. Otherwise use PPs and their built in ‘Auto‘ terminals 3&4. Have someone build the control logic in different enclosure.
That’s what I will do on the fan motors for the storage. Each motor will get a pp and have the hand off auto switch, and a start button. I’m currently getting quotes for all the control wiring for everything on conveyer. Thought about that but I’d have to set 6 pp on the conveyer lol
 
I'm a little surprised that didn't come with control. Maybe that was an option 'B' and not purchased.
They running that off a Generator?
the drive over has its own controls, but the conveyer doesn't. it has that nice pump panel crammed full of equipment. it will only run off a generator if we have power outage for long period of time.. only things that should run of the gen set is the flat storage fans to keep the corn covered. there is a 400a service for two bunks and the conveyer. it has a disconnect that feeds over to the pp with so chord so that they can move it as they pile up...
