Has anyone out there had a clients Insurance company spokesman state that Art 110.13 applies to dry type floor set transformers in that they have to be secured to the floor?

No but the transformer should be anchored in place. The requirement is probably also in the installation manual.

That section is for mounting. I don't see how a transformer sitting on the floor is "mounted".

Wait till you have to change one out in a Walmart! The company that manufactures the EDC’s weld them to the floor for transport!

Grind the welds off, the back ones are real hard because they are against the wall, the wall wasn’t installed until after the transformer was set and welded! Sometimes I can pop those loose with a pry bar.
