Would 225.30(D) allow for 3 way travelers to be installed in the same conduit as feeders going from a dwelling loadcenter to a detached outbuilding load center?

They would be used to control exterior soffit lighting on the building from both the house and the building.

Or would this application not even pertain to 225.30(D)?

The circuit powering the lights would originate in the outbuilding if it matters.

It appears clear that (D) covers that install. We have discussed this before and I believe that was the thinking on this section
 
It states feeder or branch circuit. By definition it's neither, they are conductors serving as a means for controlling fixtures.

Is there any code stipulation as to which location the fixtures get their source of power from?

I don't think so but you will need a disconnect grouped with the other feeder at whatever building isn't feeding the switches.

If the light is on the building , not the house, then I would feed and switch the light from the building.
