I looked in actual code text in NEC 2017 section 695 but did not find it. Maybe it is in nfpa 20 but I missed it.

Where does it say jockey pump can be fed from building panelboard feeder breaker downstream of main service disconnect in actual code text aside from info notes which are not enforceable?

More importantly, where does it say it can't be ??
It's a pump motor, Art 430. The Code does not cover where the power originates other than fire pumps.

This article does not cover the following:
(1) The performance, maintenance, and acceptance testing of the fire pump system, and the internal wiring of the components of the system
(2) The installation of pressure maintenance (jockey or makeup) pumps

Informational Note:

For the installation of pressure maintenance (jockey or makeup) pumps supplied by the fire pump circuit or another source, see Article 430.

(3) Transfer equipment upstream of the fire pump transfer switch(es)
