250.30(a)(1) exception 2

Running underground to ct cabinet from poco transformer. Does 250.30(a)(1) allow me to bond in the transformer, and in the ct cabinet, and only run to 2 ungrounded conductors and one grounded conductor in my underground pvc, with no equipment ground. Or does that exception not apply here and 250.92 covers it? Guy is asking me why there wont be a ground in the conduit, and im trying to give him the correct answer. Maybe 250.142?

Where is the service disconnecting means located?
 
Service disconnect is right inside the building on other side of ct i believe. This is not my job but I have been recruited to help, blah

250.24 is the section that you are looking for. The main bonding jumper connection is made in the service disconnect enclosure. There is no equipment grounding conductor run with the service conductors.
