Question about 110.26(C)(3)

I have electric room with large equipments three of them 1200A or more and over 6 ft wide but the doors are 30 feet from the nearest edge of working space.

Following questions:

1. Does 110.26(C)(3) mean that personnel doors have to be less than 25 feet from from nearest edge of working space? So 30 feet would be in violation?
 
No. But if they are they have to have panic hardware is what it looks like to me

So then if they are 30 feet away then it doesnt have to open outwards either?
What does the code language tell you? It seems very clear that even a door exactly at 25' from the nearest edge of the workspace does not require panic hardware. (but one at 24' 11 7/8" does)

If the door is 30 feet from nearest edge of working space would it be in violation of 110.26(c)(3) and need to be relocated within 25 feet of nearest working space? The door has to be less than 25 feet is that what 110.26(c)(3) saying?

I don't see how you can read 110.26(c)(3) to require doors. It doesn't require doors. The word "where" that starts the sentence is like "if". So if a bunch of things are true, then the door requires panic hardware.

One of those things is having a door within 25 ft. If there's no door within 25 ft, the requirement is automatically fulfilled.
