Service panel is a sub panel

A customer's house service panel is wired as if a sub panel, ie., ground bar is not connected to neutral. Neutral bar is floating. No outside disconnect. No ground rod. Probably the 1956 home was a DIY fuse panel replacement?.... We told the owner, but they are thinking about having us correct it. How dangerous is this ? I did have my worker install a jumper between the ground and neutral bars.
 
Is the panel fed with metal raceway? If not then there is no ground protection at all. The egc's are basically worthless.

so what do you think the big problem is as long as the EGC and N are bonded at the panel?
 
No ground rod, but is there a bond to a water pipe? If the house has city water, the water pipe will do more than one or even two ground rods.
