Is there anything in any code that says one can not provide electrical power to a building that is not on a permanent foundation such as a mini barn?

Is there anything in any code that says one can not provide electrical power to a building that is not on a permanent foundation such as a mini barn?
 
The power companies in this area will not allow the service on such buildings.. you must build the service on a pole or pedestal.
