No, but the patient bed location requirements may still apply. You will have to look through the definitions in 517.2 to make sure you understand the requirements for the space.

Also, there are many other codes that may apply to that space, such as NFPA 99, FGI, CMS requirements, etc.

What about task illumination? All need to be on critical or some critical and some normal? Looked at 517.34 but dont see procedure room
 
There are way more codes and standards than just the NEC that cover healthcare design. Whether or not that room needs critical lighting and power depends entirely on what procedures will be taking place in that room and what would happen if normal power was lost during the procedure.
