Does NEC 2017 say anything regarding providing lightning protection or not providing lighting protection for building? Does anyone know

I did. Where does it say lightning protection needs to be provided or is require to have lightning protection?

Lightning protection is optional, based on a risk assessment done by the user. There is a separate NFPA standard for lightning protection, we have few if any members that answer posts on lightning protection. Lightning protection is best designed and installed by those with appropriate professional certifications.
