Can tap conductors from a feeder tap be run in the same raceway with other branch circuits or feeders? I know service conductors can't be in the same raceway with other circuits... Not seeing anything in 240.21 that says taps can't be in the same raceway with others though.

No rule that says you can't do that. The only one like that is the one that says you can't mix service conductors with other circuits in a raceway.

There's also 690.31(B), and stuff in article 725 and such. But of course feeder taps are not any of those things.
