Receptacles on Hand Rails

What is the code for mounting 120V 20A receptacles to hand rails? I have a handrail with tables along it that are holding 6 computers and 2 printers. Is it ok to mount receptacles to the lower rung of this rail (which would be under the tables) for these computers?

Handrail or guardrail?
I have to believe it's a guardrail you wish to mount receptacles on.
As long as they are properly secured and you use proper wiring methods, I don't see a problem.
