In this scenario if you were not allowed to share neutrals but allowed to use MC cable would it be inefficient to run MC cable to these receptacles as you would have SO many separate MC cables? Essentially a 12/2 for each circuit.
Would steel flex with wire be a better option?
How about multiple neutral MC.

I'd have to be there to see relative distances, but it may be best to run one or more conduits with multiple circuits from the panel to a J-box at a central or convenient location, and run individual MC cables from there to each receptacle.

Yes, I usually figure a few "homeruns" based on number of circuits, to different areas of the floor and then MC to up roughly 25' or so to a box and splice.
 
We would run EMT homeruns to different areas and use MC cable from there.
 
Yes. Do you run homeruns starting off with "X" circuits then drop off circuits as you go thus reducing your home run conduit size?
Depends on the number of circuits required in an area. More often we run a home run conduit(s) directly to one HR box.
