So when derating due to having more than 3 CCC's in a raceway you can have up to 20 #10's and still good for 20 amps?

50% of 40 amps is 20. Sounds good
I believe you also need to be a little more careful about the wire types if you are running in a wet location (like outdoor or underground conduit).
Some insulation types are rated for 90 deg C in a dry location, but only 75 deg C in a wet location.

So that is 6 full boats and one circuit for a total of 19 circuits (assuming three phase) or 10 circuits with no MWBC's. Gunna need 1.25 pipe!

Yeah pretty much everything will have the -2 rating which means 90 wet or dry.
Most probably is, but it would be worth checking if you just happen to be running in a wet location.
