Residential Electric Panel Location

Main panel located in front of a crawl space access. AHJ is saying this is a violation and not allowing due to the floor may be open and wouldn't meet the working spaces. Has anyone else come across such a thing? I understand 110.26 and 220.24(F) but does either apply? The floor is always unobstructed unless the hatch is temporarily open. Looking for any insight or if anyone has come across something similar.

Inspector is using a bit too much "medicine" from the dispensary IMO, not that much different then a panel behind a door, someone may open the door and so now it is "obstructed"?
