This is in CaliforniaDepending on your area the building code may require CO detectors anyway. One on each floor.
Since you said "units" I'm going to guess this is outside the scope of the California Residential Code, and so is governed by the California Building Code. If that's correct, the following would apply, I believe:This is in California

Based on the requirements of the IBC, you probably don't need CO detection. Your jurisdiction may or may not make allowances for the lack of fossil fuel fired appliances with regard to CO detection needs. A brief Google for NYC found one instance of a possible exemption if the building has not fossil fuel fired appliances, but I couldn't get any details.all electric
