Is 240.24 for any breakers/fuse in a panel, or just the main breaker/fuse? Better put, is the height just for the main or for a branch circuit should the panel be upside down?

I always wondered why we need 404.8 in the NEC when we already have 240.24?

404.8 applies to unfused switches, 240.24 doesn't. I wasn't aware of 240.24 and was wondering the opposite from yiu
