my electricians are contesting the requirement to secure embedded items in concrete, to prevent movement, is there a code section to refer to ?
 
If you want it to be in the correct location after the pour, you have to secure it in a manner that it stays in the correct location when the concrete is placed.
 
There is no code requirement to secure it prior to the pour just as there is no requirement to secure a pipe in a trench before backfill. What happens during the pour may not give the installer the outcome he wanted but that's the installers choice.

You're correct. I've seen 4" PVC float right to the top of the pour when it wasn't secured properly.
 
That was a lesson I learned the hard way. Thankfully an experienced concrete truck driver stepped in an filled the floater with water..... problem solved...lesson learned
 
The fact that the raceway is filled with air, it is quite capable of floating as it is overall less density than the concrete. RMC would be rigid enough it may not float too easily unless not secured at all or is a long enough run between secured points.
