400 Amp Service

I have worked in the industrial environment for 30 years but recently ran across a situation I have never seen. That situation is that a 480 volt, 3-phase, 400 amp panel is being fed from two (2) separate 200 amp, 480 volt disconnect switches. Seems to me this could present some serious issues. I was just looking for opinions on this. Thank you in advance for your input.

So 97 views and only 1 general comment? One thing to add is that the 400 amp panel being fed from the 2 disconnects does not have a main breaker.

The one comment seemed sufficient.. it is a safety issue and is a violation of 240.8
