Expansion Fittings in GA

Not from the GA area but do you get frost in GA and do you need to use expansion fittings when coming out of the ground with PVC?
 
See NEC Art. 352.44 & Table 352.44 If the length change from thermal expansion is 1/4" or greater in straight runs between boxes or fittings, you need them. I don't use them underground and have never been called out for not using them as most agree the thermal expansion is not usually a factor. I'm pretty sure some conduits underground are necessary. I've had to use them sometimes when the specs call for them.

Frost is only aspect of the requirement, if the ground is subject to settling, with or without frost, then the expansion fitting is required. {300.5(J)}
 
We do get frost in some parts but the bigger issue here is settling, followed closely by thermal expansion. Put PVC where the afternoon sun can get to it you better have some way for it to move or it will buckle and pull the strap screws out.
