Are intersystem grounding termination device's required for all single family services? I cannot seem to find it in code?

How do you handle a situation where a service is for a barn, shed, etc. and it's obvious that it won't have any other utilities, such as phone, cable, satellite, etc, do you require the bonding bridge on these?
I always put one in regardless, if there’s a meter, I usually do it. I seem to be the only one doing it around here, doesn’t seem to be an item the inspectors here are looking at.

It's required at outbuildings that do not have services also.

250.94(A) The Intersystem Bonding Termination Device.
An intersystem bonding termination (IBT) for connecting intersystem bonding conductors shall be provided external to enclosures at the service equipment or metering equipment enclosure and at the disconnecting means for any additional buildings or structures.

I read it as you install one if needed.
No communication no IBT required.
If installed then you follow rules.

If it's mandatory why add, If a IBT is used. 2017 NEC.

So a shed with a feeder and no need for an IBT non required.

You apply the exception.
Exception to (A) and (B):
Means for connecting intersystem bonding conductors are not required if communications systems are not likely to be used in or on the building or structure.

It's awfully easy to miss that exception considering where it's located.

I don't see that exception in the 2017.
I do see this............
If an IBT is used, it shall comply with the following:
I take that to mean if needed you have to comply with the requirements for installing them.

ETA: Never mind, I see it under "B"!''

Edit:
If don had not confirmed I would have never known it was there

IMO a barn or a shed do not meet the exception so one is required. A pool panel on a pole is a different story.

That is 100% a judgement call...not required "if communications systems are not likely to be used in or on the building or structure".

Never seen a cable or phone company ever connect to one. Even when present they will still just use a split bolt on the GEC .

Unless its a newer building with a ufer ground with no exposed GEC. Or in WA where the GEC can not be run exposed (IE run in PVC conduit)

I use the bridge that accepts conduit so telco and cable etc have no option to use a split bolt.
