Powerline Insulator Strings

They just replaced these structures and added a 2nd circuit of what looks to be the same voltage. Three conductors hung on each side of the new structures. On both sides the bottom conductors are on shorter strings of insulators then the ones above them. Why?

These pictures are the old structures. I'll have to get pictures of the new ones tomorrow

Those are lightning/ surge arresters going from the energized tap to ground.
Yeah those are the old structures; I know what the surge arresters are. The new structures have 2 three phase circuits on them. The bottom phase on each circuit has a much shorter insulator on it. I;m talking about the support insulators. I'll try to get pictures of them tomorrow

I got a look at it from a different angle this morning. Its two circuits of different voltages. One of them going nowhere yet.
