AFCI/GFCI protection via main breaker?

GF protection everywhere else in the world outside of North America is not the same. We require it tripping between 4mA and 6mA (commonly referred to as 5mA), their threshold is 30mA, what we consider “equipment” GF protection. If we put our 5mA GFCI protection on a Main, it would never hold in…

It would trip without any load after remodel, since the most popular electrician is painters, cabinet / tile guys, and DIY's.

Such hacks could never pass the commissioning requirements (Megger-test standards) in better regulated economies.
