Electrician/GC Pulling 13 #8 conductors

You certainly don't need to take offense. There are some really sharp guys here that tend to look at things from a Code perspective and there are immediate red flags that go up when bundling is concerned. When you mention 24 amp of intermediate motor load on conductors rated 27 amps and using SOOW as a wiring method it does raise the attention of some Code gurus especially when the OP concerns a wire pull.
How did you arrive at 27A capacity?

Condition A: The allowable currents apply to 3-conductor cords and other multiconductor cords connected to utilization equipment so that only 3 conductors are current-carrying.

Maybe I misunderstood what you were trying and you’re just going to run a bunch of so cords with only 3 current carrying conductors.
I thought you were going to order a cord with all those #8 that you wanted to pull in.
Plus how you going to use so cord for permanent use??

With a pull with a lot of conductors I like to tape the conductors together every 10 feet or so just to keep thing neat with less tangeling. So then I pull 10' cut some tape off, pull another 10" and cut some more tape off etc.

But I guess it all depends on how you are pulling etc.

I was always told you are not supposed to have tape inside the raceway bundling the wires.
