Has the height always been 6 1/2 or the equipment.
I have a panel in the late 90’s and that’s in a shed that’s like 4’. Was going to try and come off that for new circuit but unless it was legal at install I’ll have to break the news to owner

If by that you meant that the panel is only 4ft off the floor, that’s a different situation than what 110.26 a 3 is referring to. There is no minimum height for gear, other than common sense.

Yeah, then it was a violation from the outset (and still is). Panel probably should have been outside on a pedestal.

If it was an existing structure it could be less. At that hight I'd of stuck it outside though
