In a new water pump building. The Feeder will stub-up right into the bottom of the panel with maybe a short steel nipplemaybe. where is the panel located?
btw, the panel rating is not relevant.
Yes it is a new building and conduit will have a short steel nipple right into the panel(a) is the 400 amp panel "nearest the point of entry of the conductors"
