Yes. ConEd provided steam to heat Manhattan buildings. That's those "funnel stacks" sticking out of the streets with steam coming out of them you see in movies.

It's probably on there because it was built in the early 1900s or late 1800s when frequencies were not yet settled upon, and had not yet run out its long service life, so was easier at the time to keep it working as-is until it could be incrementally upgraded to 60 Hz.

I would guess that all of those plants had local feeders supplying the surrounding area, but not shown on the diagram. Maybe 66th St only served local loads, and wasn't connected to a tie line like the other plants
