Comed HOA street light service questions

I am part of a HOA that has a couple of street lights on its private grounds. Comed is billing for the service. However, I am not sure whether there is metering done, or just a fixed use fee. (I have not seen a meter).
Is anybody familiar with this program and how it works?

thanks. So, they would not allow to tie in an additional light? Or would open to treat a community entrance sign as an additional "fixed fee light"?

In some areas these POCO owned systems are wired under the NESC as part of thier infrastructure. IE common neutral/EGC.
