Does this mean?

3. Apply zinc based primer with finish to match surroundings,to marred surfaces of steel
equipment and raceways.
4. Apply galvanized iron primer on panel and pullboxes,after fabrication.
5. Apply hot dip galvanizing or dip in zinc based primer outlet boxes,junction boxes,
conduit hangers,rods,inserts,andsupports.
 
Galvanizing prevents rust. This section in whatever you have basically says to re-galvanize any areas that were scratched, cut or otherwise had the zinc scraped or cut off exposing bare steel. For example, in your #3, you can buy a can of spray paint that is cold galvanize paint. It is not as good as factory galvanization, but is useful for protection after installation that reuired various cutting, etc.
 
Thanks. Item #4 &5 does not say if scratched etc. Maybe it should read item 3 then a and b instead of 4 &5.
#4 says "fabrication".....for example, says a box needs some knockouts punched into the box. That would pierce the zinc coating.

#5 is a bit more strange....most all of these things are already zinc coated
