Knob and tube feeder from panel

I always thought it was ok to run a piece of NM from a panel to a point before the KT went up a wall without hooking up the equipment gnd. I have seen this done often as a partial rewire.

Is this code compliant?
 
Without hooking up the NM equipment ground in the panel? I don't know of and code article that talks about that but why would anybody be so lazy as not to? At some point in the future that cable could be used to feed something other than the K&T.

Apologies I expressed that in-correctly.
Panel would have ground hooked up.
If using a 4square box the metal would be connected to the EGC.

When old fuse panels were replaced many had knob and tube ran to them. The installer would replace the KT with NM till it disappeared up a finished wall.
