Mixed use Romex and MC cable together

I am bidding a job in san diego that is 14 residential units on the top floor and commercial retail on the ground level
Can I run romex on top and MC cable on the bottom if it is a wood framed building?
 
is the wiring method conduit, EMT, or MC/AC?
Honestly, this type of construction is out of my wheelhouse, but others here are knowledgeable
 
If your building is wood framed construction, it most likely is a type III, IV or V construction. All of which allow type NM-B wiring.
Barring any local amendments, you can install "romex" throughout.

I'd there are meeting rooms in the commercial area those may need mc if over 100 people. The other issue is even in the residential area you'll not be able to run romex in any drop ceilings only hard ones.
 
In my area (Kansas City) you would be forced to use MC throughout the entire building including the residential units above not because of NEC regulations, but local building code.
