Can someone explain why the neutral is shown from 30amp breaker to the spa neutral, instead of from main panel bus to bus?

My guess would be that the 30A GFCI breaker is feeding a couple of 120v pumps, and the 20A is a 240v heat pack.

The 30A breaker shows a load neutral connected at the breaker while the 20A breaker only shows line connections.

It does show a #8 neutral from the main panel neutral buss to the SPA panel neutral buss? Both GFCI breakers require line neutrals. The 30 amp GFCI breaker is feeding loads that require a branch circuit neutral.
