Has anyone ran into an issue regarding a FACP/ACU not being able to override a higher priority mass notification message at a different location such as at the LOC?

UFC 4-021-01, 4-3.2.1, ACU Functions. "The ACU is used to monitor and control the notification appliance network. At the ACU, personnel in the building can initiate delivery of pre-recorded voice messages, provide live voice messages and instructions, and initiate visual strobe and alphanumeric message notification appliances. Actions taken at the ACU take precedence over actions taken at any other location, including the LOC, or inputs from the wide area MNS on the DOD installation."

AHJ is interpreting the UFC to mean all actions at the FACP/ACU to take priority even if a lower priority message. Is this common? FPE has stated this is common for mic activation but the UFC reference clearly does state actions taken at the ACU take precedence over actions taken at any other location. Does this need to be done in typical fashion of a one button activation of a higher priority message immediately start playing once activated or is it acceptable to reset my panel to perform this function at the ACU? Resetting my panel will clear out the original codes so at this point any button can be activated. I guess technically resetting the FACP/ACU is not allowing the ACU to take precedence. Any help would be appreciated.

I'm curious how the ACU can override an LOC. Siemens, for one, has a token system where control is passed from one location to another via a grant/deny system. If the central unit passes control to a remote unit, I'm pretty sure it can't seize back control.
