Running a 24kw Generac with no ATS

Hi everyone. I have a customer that only has a pole barn on his property, no utility power hooked up. He wants to know if he can run the pole barn with a 24kw generator. My question is: can I legally hook up this generator to his panel to feed his pole barn with no automatic transfer switch and he can just turn his generator on and off manually to run his pole barn?
 
If there is no utility connection there is no problem connecting the generator straight to the panel.

What would the ATS have on the other input from the generator? If there is no grid power to the barn there is nothing for an ATS to choose between for power.
