Hi can you make a connection on the load side of the meter to feed a panel that will be install in a garage? If so which article section allos this. I know that feeder and branch circuits taps have special rules. I also know connections ahead of the main ocpd isn’t permitted unless is special conditions (pv). Im just not sure if it applies to my situation
 
So even though it would be ahead of the service disconnect it’s allowed because its terminating in a panel with ocpd? Unlike pv fire pumps etc?
 
Word of caution is related to where are you making the Tap? Most POCO won't allow a tap within the meter unless the meter is deigned for multiple feeders. NYSEG and Nat Grid the two big ones upstate are of that mindset.

Is the garage a detached structure? Also Service Feeders can not be feed through one building to another building. So the tap location is critical for the allowance of the tap. If the Tap you are trying to make is inside the main structure like most panel panels are in NY your service tap would be passing through one structure to another and not allowed. 230.3
If there is a meter/disconnect on the exterior, most of those would not allow for a service tap as most would have a wire bus right to a main disconnect, and the wire bus is not allowed for tap based on most mfg. listing criteria.

Mostly consideration of location and product listing is what would get in the way of doing what you are asking to do.
