Expected Leakage of a Water Heater Element

Used a 500 volt insulation resistance tester to test a water heater element. I got less than 20 megohms. It's submerged in water and old so I get there's going to be some leakage but I don't have a baseline to compare it to. What should such an element normally in, perfect working order, read?
 
At 120V to ground, that’s 6 microamps of leakage. I’d say acceptable.
Is there a problem you are trying to solve, or just curious?
