Black and Red wire that runs to electric heater unit measures zero ohms at one end only.

Hey Guys, I'm suspecting these wires are shorted together somewhere. Odd thing is, zero ohms is only read at the panel side. At blower side, the wires read infinite. The wires were disconnected from both the breaker and the blowers electrical heating element. Then measurements were taken by putting an ohm meter on both the red and black wire.

1. Measurement at panel end shows zero ohms
2. Measurement at blower end shows infinite
3. I also tied the panel end wires together and measured at blower end. Still infinite.

What do you think is going on?

Even by doing this, other end at blower shows infinite.

Are you sure you have the right pair of wires? Maybe ground 1 wire at one end and try and find it at the other end.

It almost certain that this is the correct wire pair, there are only two of this type in the panel and I verified the other pair end to end already. #1 below was verified end to end. #2 is the pair in question. I guess the two reds could be on the same lug, and connected together and that test fooled me. I did have breakers off when testing tho. My end to end test consisted of shorting the red and black and then confirming at the other end I saw zero ohms.

Cable is damaged someplace, or attempted splicing at some junction point is not done correctly?

Use the white and/or bare for some continuity checks as well to see if you can find any path between each end or that you can open any path that you do find.
 
Side comment: Those two 100a breakers should not be sharing the same stabs.

Those two 100A breakers are feeding subpanels. Does that make a difference? Can they just be arranged somewhere else on the panel to fix the issue? I'm not an electrician, I'm just verifying the work because power has not been turned on yet, this is new construction and needs to go thru inspections.

I did notice the white wire was not in use over at the blower. I did measure ohms between the white/red and white/black. both read infinite.
