Sure, the framing is 6" metal studs with two layers of Sheetrock.

I've never seen these horizontal "plates" within CMU before. Would this prevent electrician from running conduit vertical within thus having to surface mount? They do have vertical rebar within so IDK.

They're not plates they're Durawall very common in block construction.

If you are estimating this, be aware that you may have to fire protect the box somehow.

Yes

Durawall or a similar product does not block the actual cells of the block so a raceway can be run within the wall and the box is flush mounted with the face of the block in the wall. You can see the Durawall above the box as well as the vertical rebar.
