Spare cables

If i have spare cables not feeding any load fed from panelboard feeder breaker then they must terminate in junction box? I cant find correct section in NEC 2017

I would find a reason to hang a red tag, even if I have to make something up.

Connecting conductors to a power source, with nothing connected at the other end is just asking for an accident to happen.

I was always taught that the very last connection made to a circuit is to the power source. You only do that after everything else is connected.

Agree 100% but if the load end is in a J box and they are taped or wire nutted I don't think it is a violation.

If they are capped or terminated in a box, it would not be a violation, but I would try very strongly to convince them to determ the conductors at the breaker.
 
I would use 300.15:

Where the wiring method is conduit, tubing, Type AC cable, Type MC cable, Type MI cable, nonmetallic-sheathed cable, or other cables, a box or conduit body shall be installed at each conductor splice point, outlet point, switch point, junction point, termination point, or pull point, unless otherwise permitted in 300.15(A) through (L).
 
I was under a house doing some wiring and found a 12-2 NM cable with a tag saying "spare". I decided to check and see if it was live and sure enough it was. I turned the breaker off and took the conductor out of the breaker. I don't know if the installer turned the breaker on or whether the HO turned it on. Either way it shouldn't have been able to be energized as it was just hanging exposed in the the crawl space. No junction box, wire nuts, tape, nothing!
