A iron rail is not consider a wall? 210.52 A3
He will want it to be with in 18" of the rail. Unfortunately the inspector has a legitimate argument.

Sounds like the inspector is correct. In many of these scenarios the railing ends up being used as wall space with furniture in front of it so a receptacle(s) may be necessary. If the railing were part of a hallway then it may not be required depending on the design of the area.
