Shunt trip breaker blank

That label part is where he wants a breaker blank. Personally I think the main purpose of it, is that you know what type of breaker it is. Maybe I’m making things up but to cover that. It just doesn’t make sense.
Technically, the factory blank is not supposed to be removed for the shunt trip pole, the inspector probably seen a panel that was done right in new construction, but you don’t have much choice if it’s already removed before the breaker is installed.
 
The only one to know the answer to that question is the Square D engineer's! LOL!
I was an sales engineer for Square D and then worked for a Square D distributor.

Never once did I have adiscussion, with an inspector concerning the twistouts in a panel deadfront. We said it was customer preference.

But, let us know what the factory tells you.

Looks to me like a little adjustment of the interior mounting height Adjustment screws would close up the gap, he's offended by.
Even the single pole breakers are not protruding through the dead front like they normally should.

Tried to find something in the installation instructions online, but couldn’t find anything one way or the other. I think the op’s insurance guy is just trying to justify his job.
