Point me to code ref for a 'safety interrupt' as opposed to a disconnect

Im working on a circuit to interrupt one leg of power to a motor as a means of protecting it from damage. It is not being designed as a disconnect such as an Estop. There is language in code that allows this but I just can't find it today. Can someone point me in the right direction?

The motor controller shall not be required to open all conductors to the motor.
