Is this true?

According to the electrical EOR(engineer of record), running conduit in front of the A/C vent is not prohibited by the NEC.
Only thing I can think of is the support spacing.

What exactly do you mean? It would be RGS conduit or pvc coated gal.

Actually the NEC is used internationally. look at the wording right below National Electrical Code.

Why is the mechanical, international and electrical national?

It's really just a title. Different jurisdictions and countries can adopt whatever codes they want to adopt - doesn't matter if the title says national or international.

There are 2 main code & standard writing organizations: NFPA and ICC (international code committee).

ICC likes to use international in their titles, therefore you have the International Building Code, and the International Mechanical Code. (IBC and IMC). They also publish an International Electric Code (IEC), its just not used as much as the NEC in the US.

And NFPA publishes their version of the IBC called the life safety code, or NFPA 101. They also publish a mechanical code (I think its NFPA 90 or 90a), but its not adopted as much as the IMC is, even in the US.
