Unmetered wireway bonding

When installing a unmetered tap box and wireway, do I bond my neutral in the tap box for the entire system? Or do I bond each service disconnect as tenants move in? I can’t find anything clear cut and specific on this.
 
I’ve always bonded my neutral in the tap box, but then had inspectors tell me to put bond screw in disconnects. I feel like, bond once per system, which one. Even though they bond in pad mounts.

I don't know where it came from and why it is such a prevalent belief, but the "you only bond in one place" idea is false. Anything and everything on the line side of the service disconnect is bonded to the neutral (grounded conductor actually). The one in the service disconnect just gets a special name, the MBJ.
