277V>>120V, 1PH XFMR Bonding

Good morning team,
I have a 277V>>120V step down xfmr. The xfmr is mounted in a vented, 12"x12"x6" deep junction box. This xfmr is fed from a 277v/1PH/20A branch circuit. The secondary side is fused and feeds one general purpose receptacle. The xfmr housing does not have a connection for a system bonding jumper.

The question, when I take a reading from line>>ground on the secondary side, I get 36V. I believe that this is due to the xfmr secondary not having a system bonding jumper. If the xfmr housing doesn't have a connection for the bonding jumper, my thought is the neutral terminal on the secondary side would need to have a connection to the EGC terminations of the primary side, junction box and secondary supply side bonding jumper.

Please confirm my thinking is correct. I appreciate everyone's time!

This would effectively create a SBJ which is required.
