Main Lug Meter socket-meet code?

I got a call from the supervisor at POCO stating that his inspectors were concerned that the main lug meter combo load center I installed did not meet code.
It is a 12 space Eaton MB1212L200BTS
The only breaker installed in it is the one that feeds the service entrance (4 wire) cable
I installed the load center so that the customer would have the option of installing a car charger outside without running circuit back out of the house.
They are concerned that there is no main shut off for the bus located in the meter combo
I figured since everything can be shut off from outside the house it was OK
Not to mention if it was against code, why is it being produced?
Can anyone help to shed some light on how I can go about my next discussion with POCO

The inspector is correct, since it is the service disconnect, each service disconnecting means must be in a separate enclosure. This was previously allowed years ago, but no longer is. You will need to change it to a main breaker panel with multiple sub feed capabilities, or two to six separate service disconnect enclosures.

This was made a violation by a 2020 code change. There are areas that are not yet on the 2020 code.
Also, as one manufacturer told me about non-listed LFMC, it is not illegal to make it or to sell it...just illegal to install it.
 
Weirdly, there isn't a clear NEC violation (2020 of 2023) if you only have one breaker in that panel. However adding a second breaker for the EV or anything else would immediately create a clear violation. And I believe that the panel no longer meets the updated product standard for this type of equipment.

I agree. The code doesn't prohibit "main lug" equipment, it prohibits multiple service disconnects in the same enclosure.
 
It seems that change was aimed at large services, there should have been a exception for one and two family dwellings.

I think it has to do with arc flash mitigation. Less exposure, sell more product. A good chunk of the code is written by manufacturers. That’s how we got arc faults.

The manufacturers actually voted against this rule a number of times and it only got in the code after requirements were added to UL 67
