Emergency conduits above ground

Can below conduits run above ground (8 - 9 feet above ground) or use outdoor bus duct for the run. This is an existing hospital.

1) From outdoor emergency generator to main emergency distribution panel (located outdoor) to emergency load ATS (located inside the building)
2) From outdoor emergency generator to main emergency distribution panel (located outdoor) to fire pump controller/ats (located inside the building)
 
Are you talking about a location where there might be traffic including foot traffic? How are they going to be supported. What type of activity near it? Is someone on a fork truck going to zig when they should have zagged and tear it down?
