The function of the screw, because it is often located with other screws, may not be clear without the green identification. The function of a wire type system bonding jumper should be clear to any electrician base on its location in the circuit and its connection point.

250.28 does not address the color of a system bonding jumper.

As far as it being white or gray, 200.7(A) prohibits a white or gray conductor from being used for any purpose other than a grounded circuit conductor.

The language in 250.119 would permit a conductor with green insulation to be used for the system bonding jumper.

Don gave you the applicable code sections. The code is specific regarding using a screw as the MBJ requiring a green finish.
 
Another reason for the system bonding jumper screw to be green is so the inspector can identify a system bonding jumper installed in other than the service panel.
